Background: As the California Building Standards Commission (CBSC) was close to approving the adoption of the International Building Code (IBC), The Office of the State Fire Marshall (OSFM) included many proposed ammendments that effectively kept several key elements of the code similar to the current code based on the 1997 Uniform Building Code (UBC).
