Who should put in my sewer and water?

The City wants to know who will put in the new sewer and water for a project of mine; the city or a private contractor.

Any opinions on the pros or cons of one or the other?

I've been told by a developer client that it is much cheaper to have the work done by a City crew. Also, you do not have to provide more drawings as you would if using a private contractor. Engineering permits are supposed to be the hardest to get so bypassing extra steps by using the City seems wise to me. __________________
