Is a fence a structure?

If a fence is a 'structure' do I need to get a coastal development permit to build one if I'm in the coastal zone?

Look at chapter 14 and the portion on fences starting with section 142.0305. If your fence is between the shoreline and first public roadway, you will need a Coastal Development Permit. If your site is further away from the coast, be careful about the height of the walls and which portions are solid and open because you may trigger a Neighborhood Development Permit. __________________
